Is it criminal to see victim and not help?

According to this article, she tried to get up three times. She obviously needed help. And I wonder if someone had had gone to her aid, advised her to be still and told her help was on the way, if she might've made it.

A knife thrust to the stomach could have looked like a punch to an observer. If she was curled up on the floor, holding her stomach, people could have thought she had the breath knocked out of her. Growing up, that happened on the school playground all the time.

Two minutes to figure out that she had actually been stabbed and not punched is not a long time.
