Governor names Mary Nichols to head air board

Gov. Arnold Schwarzenegger on Tuesday turned to a former top environmental official for Democratic Govs. Jerry Brown and Gray Davis to replace the ousted chairman of the state Air Resources Board.

Schwarzenegger's decision to hire Mary Nichols, director of the UCLA Institute of the Environment, comes after he fired the former board chairman, Robert Sawyer.

At the time, Schwarzenegger was irked that Sawyer backed the Air Resources Board's June 14 vote to support a waiver giving San Joaquin Valley polluters until 2024 to comply with federal Clean Air Act restrictions. Sawyer's firing prompted the ARB's executive director, Catherine Witherspoon, to resign on Monday. ...

Mary D. Nichols is Director of the UCLA Institute of the Environment (IoE) and holds a faculty appointment as Professor in Residence at the Law School and an appointment in the School of Public Affairs. She teaches a seminar in air and water law in the School of Law, in addition to directing the IoE, an independent, interdisciplinary unit that sponsors research, teaching and public service initiatives across the entire UCLA campus.

Before joining UCLA, she served as Secretary for California’s Resources Agency, where she set policy for 27 departments, boards, commissions and conservancies, including Forestry and Fire Protection, Water Resources, Fish and Game, and State Parks, and led efforts to gain voter approval for four successful bond acts that raised over $10 billion for land and water programs. In a long career as an environmental lawyer and policymaker, Nichols has worked as a senior staff attorney for the Natural Resources Defense Council and the Center for Law in the Public Interest, and headed the Environment Now Foundation as Executive Director. She also co-founded the first environmental justice working group, a multi-ethnic forum for leaders from traditional environmental and community-based organizations to address issues of environmental equity. She served as Assistant Administrator for Air and Radiation of the U.S. Environmental Protection Agency in the Clinton Administration and was appointed Chair of the California Air Resources Board by Gov. Edmund G. Brown, Jr.

Her principal areas of interest are the role of science in environmental decision-making and the creation of new institutions for environmental governance.

This is a terrible move by Arnold. Bob Sawyer is a brilliant engineer of the highest personal integrity. Mary Nichols is a hardcore leftist ideologue. Such a bad trade. Arnold just gets worse and worse.

Not to long ago, news like this use to bring blank stares of disbelief. Today, the Austrian's liberal proclivities are well documented and folks just move on.

A few still don't understand why the Governor's handlers fired an administrator who was reportedly eager to implement the Austrian's public dogma.

Those who read and learn understand three things about the Austrian: 1) He is dumber than a post (he reached his highest level of incompetence as an Austrian tank driver), 2) He's hard to manage (regardless of how much prep he'll say almost anything if the his buttons are pushed), and if it enhances his public image or advances his personal power he'll support it regardless the author, the merits or the longterm consequences. He's a highly adaptive, convertible man, a polished political whore.

Governor Arnold Schwarzenegger has appointed Mary Nichols as chair of the California Air Resources Board. As Jerry Brown’s air board chair in the 1970s and 1980s, Nichols and the other board members used the waiver customarily granted California under the Clean Air Act to impose effective laws banning lead in gasoline and requiring catalytic converters in automobiles. She also served as secretary for environmental protection under Brown and as secretary for resources under Gray Davis.

In between those terms, Nichols — who has been heading up the UCLA Institute for the Environment and has been a longtime leader of the Natural Resources Defense Council — was deputy chief of the U.S. Environmental Protection Agency under President Bill Clinton. There Nichols was in charge of air quality issues, and developed and oversaw a successful cap & trade program that effectively cut acid rain.

Nichols takes over the air board in the wake of last week’s firing of former chairman Dr. Bob Sawyer. A controversy has developed over alleged “micro-management” of the air board — which is part of the executive branch of California’s government — by staffers in Schwarzenegger’s office. For his part, Schwarzenegger has said he was unsatisfied with Sawyer’s decision to delay for 11 years the implementation of air quality programs in the smog-ridden Central Valley. Asked if he would have chief of staff Susan Kennedy and deputy chief of staff Dan Dunmoyer testify before an Assembly committee hearing this Friday, Schwarzenegger’s answer was that Assembly Speaker Fabian Nunez is welcome to come by and ask him anything he wants. The proposed hearing of the Assembly Natural Resources Committee would be chaired by Berkeley Assemblywoman Loni Hancock, one of the few actual — as distinguished from imagined — socialists in the California Legislature.

Our foreign jackass of a governor has now gotten so bad it borders on the incredulous. He's gone from faux conservative, to Republican, to RINO, to liberal and, finally to left winger. Where else can he possibly go--he's really hit bottom.
