The reason that no nuclear power (under a muslim or non-muslim dictatorship) has ever sold a functioning nuclear bomb to any country is because having a nuclear arsenal is a deterrent and handing over a nuclear bomb to any country would be like sharing power and no country, especially a dictatorship would want to share its power with anybody.
