You might be confusing Bell with George Noory, Bell's replacement years ago when Bell retired and meant it the last time. Noory absolutely hates Bush and Cheney.

Bell contrasted his feelings about Bush vis-a-vis Noory's bashing of Bush. Bell disagreed with Bush policies (Iraq for example) but he did not dislike the President.
