The attack was NOT thwarted. The VBIEDs failed to detonate. I'm not so sure of that. From the description by the ambulance crew, there was a jet of vapor inside the car and a strong smell of petrol. The bad guys may have still been in the process of forming the required gas cloud for a fuel-air bomb.

Reports I’ve seen indicate the VBIEDs were to be detonated via cells phones which were called not once but TWICE. The VDIEDs failed, not due to any effort by LEOs but by incompetence on the part of the vermin that constructed the VBIEDs.
These are the reports I’ve seen. Any other info welcome.

After thinking a bit more, you may have a point. Would be interesting to know just when the cell phones were called. Seen any info on this?
