That's not the way I remember it growing up in the '50s in South Texas.

Me neither. I remember all buses heading North from any area close to the border being stopped and searched by the Border Patrol. And not just at the inspection points, just pulled over ever so often and the BP coming aboard to ask questions and inspect identifications. I suppose that would be considered politically incorrect these days.
