Unfortunately, by Senate rules two thirds of the Senators PRESENT is what is actually required.

If it’s done in the dead of night—you know, like the immigration bill was intended to be—a bad president and three senators can ratify a treaty. The pres has to sign and three senators have to vote with at least two voting for. Voice vote is fine and leaves no paper trail...

It’s hard to believe but it was actually done seven years ago on the Desertification Treaty.

Please read the link to see how they finessed conflicts with the treaty and our Constitution.

ONE TREACHEROUS PRESIDENT AND THREE CORRUPT SENATORS CAN PUT THROUGH ANYTHING THEY WANT VIA TREATY IF THEY SNEAK IT THROUGH. THEY DID IT IN 2000.

How does the info in Reply #11 jibe with the rotten unilateral treaty on the environment ratified by voice vote in 1941 that we've discussed so many times?

You know, the one that legalizes all the stupid collectivist EnvironMental agencies and laws of today... That treaty that very few know about unless they've read your highly informative book, "Natural Process."

Mr Bush’s loss of fast track authority is at least as significant as his loss on the amnesty outrage, if not more so.

Mr Bush has lost the consent of the governed, and deservedly so, and as a result he is in the process of being politically nutted.

This latest action continues the process of Mr Bush morphing into the same sort of ineffectual eunuch occupying the Office of the President that we saw in the latter part of Jimmy Carter’s administration. Mr Bush, whether fairly or unfairly, has become thoroughly discredited. Like Mr Carter, he is going to become a national embarrassment, and the butt of ridicule here as well as overseas.

We, as a nation, have been through this before. We really cannot afford to repeat this experience for the next year and a half.

It is time, past time really, for Mr Bush to demonstrate some leadership, and resign from office.

If he truly is the man that he and his few remaining supporters would like us to believe that he is, he will tender his immediate resignation.

If he does so he stands a chance of regaining some of the respect of his countrymen that he once enjoyed and has since lost, as well as maintaining some of his own self-respect.

If he does not, his refusal to do so will speak volumes and history will not treat him kindly.

Apparently 2/3 of those present are a quorum as long as no one calls for a quorum of the senate. IOW all we'd need to protect us would be one honest senator who is physically present and aware of what's going on.

If you read the link, you'll see that the Desertification Treaty was packaged in a bundle of 34 treaties, mostly dealing with criminals or stolen property in foreign countries with whom we have no extradition arrangements. IOW nothing of large consequence, more like housekeeping.

It is possible the senators who voted in this unidentified voice vote had no idea what was in that bundle. The only one we know was even present was Senator Craig Thomas (the one who just died).

Also in the link is a description of the lawyer's role and his--IMO--dishonest representations of how the whole thing got put together. You can read it and judge for yourself.

It seems impossible to me that this could have been done, but I would have said the same about the attempted railroading through of the Immigration bill mostly in secret and against the clearly stated will of the vast majority of the American electorate, left, right and center, and that was a very close thing indeed.

Unbelievable or not it WAS done and to the best of my knowledge still stands "legally", although so far the UN has not attempted to enforce its jurisdiction (at least as far as I know). I've got to wonder if the UN profile would remain low if the NAU were implemented and American sovereignty effectively dissolved. IOW if the treacherous senators had succeeded in this most recent assault on American sovereignty.

Since I don't have cable and still get my TV from Wineguard antenna, I sometimes watch PBS on Friday nights. Bill Moyers had a big segment on trade that sounded a lot like this thread!

Plus he had this supposed Goldwater supporter I never heard of that has writen a book entitled "Invasion of the Party snatchers. How the Holy Rollers and the NeoCons have stolen the GOP."

For once I actually found the show a little bit interesting, but still full of crappola like always.

Exaggerate much? Bush will prance around for 18 months, like Clinton did for 7 years, participate in a few photo ops, sign a few minor pieces of legislation, and then retire into whatever he wants to do with his life.

Not desirable, perhaps, but not destructive, either.

What you say is true in principle, but not in practice. There have been many treaties ratified requiring the government to usurp powers that exceed its constitutional authority. Not one has ever been rescinded or invalidated by challenge to its constitutionality.

This statement is false. The Constitution requires two thirds of Senators PRESENT for ratification, not two thirds of the Senate. That means a treaty can be ratified with as few as 34 Senators concurring. In fact, treaties have been ratified by voice vote, after no committe hearings, and with no record of a quorum.

You might want to learn more about the Constitution's original fatal flaw. Its insertion was intentional.

And that will continue. The death of the Bush Presidency only extends to domestic policy.

It's a relatively close parallel to the last few years of the Truman and Johnson presidencies. Clinton, of course, really didn't do anything either, but he was smart enough not to willingly obstruct the internet economic expansion.

I would like to see him deprived of more powers than his fast track rights. After the Amnesty Bill and failure to enforce American Border and Immigration laws, he should be impeached - by Republicans.

He and his family are unabashed globalists and internationalists. They primary loyalties lie not with America but with international corporations and cartels and he has no problem with exporting American jobs and American export dollars and importing foreign labor to ruin what is left of our economic base so his buddies and he can make a bundle in international operations.
