I’m wondering if Bush has his Justice Department looking into a way to pardon all the illegals in this country - after all, Carter pardoned all the Vietnam draft dodgers.

I disagree. I see nothing in the Constitution that limits pardons to American citizens. The president can pardon any federal offense. There is debate whether Marc Rich had renounced his US citizenship but he was pardoned anyway.
