Bush only got serious about workplace enforcement when he wanted this bill. Since he can't get a bill any longer, he will go back to his old ways.
This is a defining moment for his Presidency. The question is...how intelligent is he?
This was never about intelligence. This was about the corporatist/globalist wing of the GOP thinking they could run counter to 80 percent of the party with their president who no longer had to worry about re-election.
But they got greedy. And now they will pay a price for years to come. The sleeping giant has been re-awakened. The grassroots can no longer be vetoed with campaign cash and slick TV ads. And this issue resonates across party lines. No additional H1-B visas. No guest worker program. The laws of supply and demand will no longer work only in one direction. And if the feds don't want to deal with the problem, state and local governments will. In fact, that is one reason Bush and his backers wanted this legislation - the corporatists live in fear of the people now, working through federalist principles to deal with the issue in their own neighborhoods.
