There was a effort to drive the farmers off their lands so that other interests could buy up cheap property from farmers who had to foreclose. By keeping the water from flowing down into the Klamath River Basin, farmer’s property values plummeted, families began to move away and local governments experienced tax revenue losses estimated at $640,000 – well over half a million dollars in just three months. Organizers created “bucket brigades” using buckets to mover water around the blocked water flow in protest of the environmentalist inspired policy. In a 2002 study commissioned by the Klamath Water Users Association, Dave Vogel, an experienced and respected fisheries biologist, reported preliminary findings indicating that fish endangerment was due to water temperature changes, not agricultural practices. It took the Bush Administration’s good common sense to restore irrigation water to the farms.

That's what I was trying to refer to. It was a big cause here on FR and I thought I would not need to add the details.
