He and his staff have READ THROUGH THIS MONSTROSITY of a bill...and has done so EVERY OTHER TIME...and cited LOOPHOLES IN THIS ONE, count 20....and pointed out the flaws in all the others....

I think he wanted it to pass. After all he was the first to the podium to urge Reid to bring it back after it was supposedly dead the first time.
Just maybe Sessions, DeMint, Vitter, Coburn and Inhofe had the momentum turning the other way so McConnell decided to hide out ‘til it was all over with.
