Shredder is too quick. Use Mustard Gas, but don’t let him breath much of it. Let him die from its painful effects on his skin instead. I would allow one way out. If he can successfully point us to finding and destroying the missing WMD’s and explain how they got there he can have the rope. He was in a position to know the answer to that mystery and reducing their future threat is the only thing that can justify the leniency of the rope.
