My sympathies are with Tenacious, and although it is noble to think about what is excellent and praiseworthy - there is nothing excellent or praiseworthy in this story. And if we ignore it, we are letting evil florish.
The permanent disfigurement of this woman witness - who gave evidence against a child abuse situation - is evil in itself, and also, will deter others from speaking out. The scars on her tortured face will be a permanent reminder in that community, as they are meant to be.
Severe punishments are the only way to correct such crimes. In the past, Christian judges would be quite happy to order hangings, brandings and decapitations. That is because one cannot let society get out of control.

A better word would be discourage.
If others believe they could be harmed if they are serving as a witness and those that harm them are not properly punished then this will DISCOURAGE others from coming forward and speaking up.
You missed the point entirely, friend. Phillipians 4:8 is, among other important attributes, an exhortation not to allow oneself to poison one’s own mind by dwelling on unhealthy subjects. It does not encourage ignoring evil, as you suggest. Perhaps if you would read it in its original context, that would become clear.
