When Reagan's FCC refused to enforce it the "Democrats" took them to court and lost.
The "Democrats" tried again with a rewrite of the regulation requiring executive branch enforcement, but 1st Reagan & then Bush Sr. vetoed them. I don't think we can be certain that the compassionate "conservative" one would do the same.
