All that would be irrelevant is President Bush vetoed the bill. No way the Congress could pull the super-majority it would need to pass this bill over the President’s veto.
In fact there is no way Congress would TRY to pass this if they didn’t know President Bush would sign it.

In fact there is no way Congress would TRY to pass this if they didnt know President Bush would sign it. Well, you are now getting close. Did the House write this bill? Did the Senate add to this bill? How can you pass the responsibility on Bush, when there are so many hands that wrote the bill. Regardless how Bush will sign or veto, the bill had its sponsors and they are more responsible than Bush at this time. Got it. Bush is not totally responsible for this mess. By the way, have you forgotten Bush vetoed it the first time around.
