Get real, RoadGrumby, given 10,000 years, one hundred Mexicans and two sober Dutch engineers could build a 100 foot dike around the all of North America without burning fossil fuels by using just shovels and wheelbarrows.
Best you worry about that one hundredth of an inch that sea level will rise this year.
