In places yes he does. But the basic goals of these three "incentives" are there - you can view the agreements on line.
NAFTA is already in place, signed by all involved and agreed upon.
The amnesty bill is being railroaded through the senate as we speak. Looking at the bigger picture though, these agreements are just tools and should only be looked at as such.

The way to make the new deal happen is to address this question: How can Mexico beccome a first class country. Here's my prescriptions. A short term fix would involve extending loan guarantees to the federales exclusively to fund more pemex oil drilling. (currently they're are lootinge pemex to fund government spending so pemex only gets half the investment they need to fuel oil production. So consequently oil production is falling--and falling fast. Therefor the federales are pushing more illegals north to get their revenue.(Bush would think the loan guarantee a good idea since he is collapsing Iranian oil production currently.)
The second thing is to
announce that the US policy is to collapse the cost of water desalination and transport thereby making it economically possible to turn the deserts of Mexico green and triple the effective size of that country. (
Current research suggests that achieving that goal is only a couple years away.)The Mexicans will need their people back. They'll come back with skills.
The third thing is to put the US solidly behind the work of
Hernando de Soto's ILD. Only about 65% of the Mexican GNP is part of the formal economy. The rest is informal. They don't have very good formal property recognition in Mexico. De Soto's organization works to formalize third world economies so as to release their productive capacity and increase their value. The first chapter of
de Soto's book The Mystery of Capitaldoes a good job of illuminating de soto's ideas.
The current elite solution to "harmonizing" Mexican and American economies is to dumb the USA down. The better solution is to brighten Mexico up and send them now well trained workers to do the job. These folk will have had a very good picture planted in them of what a well run country looks like. They'll be less likely to put up with the smoke and mirrors of the federales in Mexico city.

Really excellent ideas.
The only problem is they’re based on common sense fundamentals, which seems to be anathema to the jackasses in DC.
And beyond economics what about national security. Looking back it's seems beyond belief that the borders were not secured right after 9-11-01.
All of Bush's great work on the WOT is negated if terrorists can freely travel across wide open borders to attack us.
His basic premise was fight them on their turf or they'll come here; well damn it how many have come across in the last 6 years.

The deniers are those that are the most vulnerable to being controlled. They will continue to deny out of fear of being labeled as a nut, rather than face the facts, which is what those in charge are counting on.
If you ask them, they have no real explanation for what is going on. I guess that is preferable to facing reality.
Thats why we are going to live the nightmare we are facing now.
Very sad.
