Link Congressional pay to completion of the fence. When the fence is 100% completed they will get 100% of their pay.
Their offical paycheck is nothing compared to the money made by influence peddling,lobbyist kickbacks,bribes,gifts,etc.Most of them wouldn’t even notice the loss of the government check.
