My daughter was the State Department Liaison and Chief Protocol Officer when she worked for a major foreign embassy in DC for some time. She complained continually how nearly impossible it was to get educated, skilled people to be allowed into this country. People who wanted to assimilate and be productive. Drove her nuts. The US government just doesn't care.
