The bill has been bought and paid for by industry that wants its supply of cheap labor guaranteed. The initial appearances that it’s dead are just for show. It’s very much alive, and it will pass no matter how many calls are made. The one that passes will be slightly different.
I may be naive, but I still cling to the belief that the fear of being kicked out of office by angry constituants will trump whatever pressure GWB puts on the Congress.
