That scene gave me the idea that the FBI guy had a bet going on with someone over who was going to get whacked first, Tony or Phil. Either that, or it meant that he was relying on more information from Tony about the Arab guys.

I think the FBI guy grew genuinely fond of Tony, and hey...identified with him too. Did you see his FBI “afternoon delight” with a female agent?

Nah. He really came to identify with Tony. Happens in real life to LEO who work the same target years on end. Kind of like the Sopranos audience itself. Tony sucks, but, because you see from his point of view, you come to identify with him.
