Hmmm, this could get interesting.
I wonder how the Doctrine of Laches applies to this activity. Does a criminal have the "right" to loiter, panhandle, and intimidate the public unfettered and without interference from those charged with keep public order? Or more plainly stated: "What gives criminals the right to complain about anything?!"
Anyone who is in this country illegally, or who cannot prove their identity is already a criminal. No other fact of this "problem" need be examined.
Of course they're dealing with the ACLU so I doubt common sense will even enter the picture...

Be aware that you will be cited as a Nazi when you insist that people “hav zer paperz in orzer!”
I suspect the proper comeback to that is, we wouldn’t need people to prove they have legally entered this country, if the government would build northern and southern walls.
