I agree with your ideas, and I hope that, if the bill passes, it will be enforced. When I lived near San Diego, I heard that English is the official language of the Calif. government, but that state gives its drivers license test in 34 languages.
Only if we can make enough noise about it. The Senate leadership would like it to remain unknown. I've been including comments about the ENFORCE ACT to all senators I've been calling and faxing and hope everyone will do the same. Let any news outlets know about it.

The Constitutions language is English. The language of all subsequent federal and state laws is English. Americas language is therefore officially English. Legislating English as the official language is nearly irrelevant.

In the recent debate, the candidates were asked if EOL should be the law of the land. They were never asked about it being the official language of the government.
