It’s historical. The politically correct term for blacks has varied over the years. In earlier years, they prefered “colored” to “black,” and then that changed.

The preferred term now is “African American,” but it’s a bit unwieldy, so “black” is permitted.

Or you are allowed to say “persons of color.”

I remember “Afro-American” in the 1970’s. As George Carlin said, “that lasted about 3 weeks”. LOL
