Based on what Gates said, Pace is being forced out because of Senators who would make a “very contentious process” out of the confirmation hearing of a nomination for a second term.
Gates is saying that the Vice Chairman faced the same kind of confirmation process “that would not be in the best interests of the country”.
This is result of the rotten RATS, who have succeeded in dislogding the senior uniformed leadership of our military. IMO, those RAT Senators can go blow it out a tailpipe.

I thought the Chairman serves a 4 year term. Most of the previous ones (powell, shelton) served that long.
