A White House-backed bill that would legalize millions of unlawful immigrants suffered a body blow last night when it failed a decisive test vote in the Senate - handing President Bush a stunning defeat that could spell the bill's doom at least for this year. The bill's defeat came in the form of a motion to end debate and move the legislation toward a yes-or-no vote. Supporters of ending debate on the bill only got 45 of the 60 votes they needed. The legislation - which has drawn fire from both Republicans and Democrats - was set aside for now and remains in limbo. The delay in the Democratic-led Senate diminishes any chance that an immigration overhaul can be enacted before Bush leaves office next year.
