You can’t enforce what is on the books...there are enough loopholes in the laws for a camel jockey to ride through.

Problem is..it takes congress to change the laws so they can be enforced and they can't agree on anything anymore.
Most of the lobbyists got everyone worked up over a bad bill so they have a few more years to get a "good" one. Yeah right. That will be the day.
