At most, it's interesting in a gossipy sort of way, because quitting drinking on his 40th birthday was part of his bio in 2000 (what pundits hall his "story"). I've seen photos and video from other events where he was sipping something with a yellowish color -- clearly not water, and looked like white wine to me. Early in his presidency, he made a point of toasting with water.
I've seen no indication, even in the most hard-left rumor mill, that Bush has gotten intoxicated at any point in his presidency. Certainly, few of our presidents have been tee-totallers. So again, it's a mildly interesting bit og gossip, of no real importance or relevance.
Then why mention it?
He drinks non-alcoholic beer, (so do I), and there is plenty of it in Germany with their no-nonsense drinking and driving laws.

At parties where the host/hostess know they have non drinkers they seem uncomfortable not offering an alcooholic beverage to all their guests so they provide these “alternate” cocktails.
In Germany, especially, their pride and joy is their beer. I’d say their PM was gracious enough to provide the non-alcholic stuff and President Bush diplomatically excepted.
