It's a "no" on cloture, meaning a "no" to end debate. This is very good because Ried said he would table the bill if he did not get a cloture vote today. There's some chance he might reneg and keep debate going, thereby opening the door for some way to salvage the bill in the coming days, but I doubt it. If he doesn't get a colture vote, he'll move the Senate on to some other item on the agenda. That's what he said he'd do, and he'd look like a fool if he didn't.
Of course, this won't prevent the treason lobby from bringing the bill up for consideration again later. So until the next election, we have to be on guard.
OK, call me skeptical. Dirty Harry already said he'd do that this morning, and lied.
I understand that is what a sensible person would do. But what other business does he have?
