I'm pretty certain that I disagree with MinorityRepublican's opinions on a few things, but he appears to have his facts straight. The government of Iraq is dominated by SCIRI (which just changed its name). SCIRI was
founded by Ayatollah Khomeini.
The army war college has published a rather radical suggestion: we should stop fighting the insurgency and just try to get everyone to calm down. This means negotiating with sides of the conflict regardless of whether or not we prefer their world view. You can read the study
