I understand where your coming from on this. And if every dog owner acted responsibly as you and I do, there wouldn’t be a need for such a law.
I just know we live in a ‘kill county’, and that we get ‘dumped dogs’ all the time, along with cats, and who knows what else (a local idiot just released ten breeding pairs of hybrid wolf dogs here, about five miles from my house - the ecosystem here will never be the same because of it I fear).
Its a ‘poor county’ with a population of less than 45k in the last census (Brown County Ohio). They barely have the funds to keep the shelter open, let alone offer a ‘bounty’.
I’m surprised the legislation doesn’t have a provision for breeders like yourself.
Hope you understand where I’m coming from on this. We act responsibly on this topic, most don’t seem to, and I find the results early on any given morning in my yard, or pole barn, or just wandering the country road where I live, looking scared and confused and half starved. It just breaks our hearts to see this time and time again.
We do what we can....but we’re getting overwhelmed here.

Bounties are cheaper than hiring bureaucrats to police this law.

It hasn’t.
The county just fired the director they hired to correct the problems with the dog pound, then enacted what she suggested that got her fired in the first place.
I refer to where I live as ‘Green Acres on Acid’ and this is a good example of why. Unemployment here in the county is 12%, and THE CROP is....tobacco. Care to guess the farming communities prospects, let alone the available tax base, and its attitudes towards ‘mutts’?
Anyway, glad we have a better understanding of the differing situations between you in CA, and me in rural southern OH.

Its the Appalachian Zone...or just ‘The Zone’ as I refer to it. Very pretty, but they are (no offense intended to anyone reading this) Hillbilly deluxe types, as the song by that name describes Friday and Saturday nights.
Local culture is the best description. Its the only ‘downside’ to living here...and to be honest the benefits far outweigh the negatives like this.
Our property has no ‘common line’ because of the two roads and a major stream. Across the ‘road’ to either side we have working couples that also raise horses ‘on the side’. The only time they call a vet is if a horse has a problem, dogs and cats live or die it simply doesn’t matter to them, and they keep them all outside 24/7/365 no matter what conditions exist. In fact, one of them have a little black ‘wiener’ type dog with a large four inche gash/slice on his shoulder as I type this, and we’re the one’s giving him antibiotics (He’s a very friendly, handy dog, eats the moles in the lawn - Good boy!). It simply doens’t occur to them to take the dog to a vet....
I suspect that, as usual, if any of the legislators or their close friends, or donors, happen to have a personal or financial interest in breeding, there will be exemptions in the law just for them. Sort of like the Caesar salad exemption for Carole Migden in the raw egg law, or Perata in the gun seizure laws. Good to be the king.
The inmates are running the insane asylum. It appears they are trying to wipe out the pet population. This is weird. It would seem the price of pets is going to skyrocket.
Hey, wait a minute... where’s PETA? Isn’t compulsory sterilization a violation of these animals’ rights?
