The 1996 Republican authored and clinton signed, Immigration Reform Act did JUST THAT!
It erased the anchor baby from the law. The child was still a US citizen, but cutody follows the parents of the minor thus the child went home with the deported parents.
All this promise to bring this bill back was pure pandering.
The Durbin Dream Act is just an effort to EXPAND the Anchor Babies not only back into law but to mean ANY MINOR in theUSA can be used as an anchor baby. ANY MINOR!
