No he doesn't. He advocates doing NOTHING. Do Nothing does NOT protect the Civil Liberties of the public at large. It merely rewards those willing to engage in illegality.
We, as a society, have a right to protect ourselves from those who mean us harm. The instrument of that protect is OUR Govt. Govt of, by and for the people.
People like Paul who are more afraid of the duly elected Govt of the US they they are of terrorists thugs who have the blood of thousands of Americans on their hands are NOT "protecting our civil liberties" but unwittingly aiding the terrorists.
On the other hand, I think Dr. Paul understands very well that the Bill of Rights is intended to protect us against threats government itself can pose. In the long run, excessive government power is the biggest threat of all.

He’s right to be more afraid of Government than a ragtag band of Muslims, because Government’s influence can extend to every corner of our country.

The terrorists can kill many of our citizens but they can’t defeat us or what we stand for. If we lose control of our government on the other hand, we lose our freedoms and we lose everything.
It’s hardly a Conservative position to believe Government is always your best friend. The Democrat Party controls a large part of the government, would you then say the country has nothing to fear from the Democrat party? History has taught us that governments can and will betray their citizens if the people lose control.
Would you look at this Government which refuses to secure our borders, which refuses to stop illegal immigration, and conclude that we’re in control? I would say that we lost control years ago and it’s getting worse all the time. Ron Paul offers to bring control back to the people, I wont say he’s the only candidate who does, but he’s definitely one of them. He doesn’t deserve to be ridiculed by Conservatives for that position.
