Congress is NOT 1/3 of the government. Each of the branches of the federal government has distinct powers.
Although I corrected myself earlier and it's actually 1/6th of the government, strictly speaking, we've got 3 co-equal branches of government, each with distinct powers. However, one of the three is now completely elected via a democratic process, and there's a push to do the same with the executive branch as well.
