Now, why would the 4th suspect surrender.....? Why wouldn’t he just flee to Iran or go into hiding?

Wasn't that where one of the other alleged perps was going before they arrested him, Iran via Venezuela?

Correctamundo! For some sort of "religious conference" IIRC.

I remain puzzled as to why the guy would surrender himself? Not guilty? Afraid of being offed? Remorse? Seriously! What would cause a motivated terrorist to surrender himself....
