I am firmly convinced that Bush has lost his mind.

I thought so too, but the more plausable theory is that he is doing everything possible to get Hillary elected, so we will feel nostalgic for the Bush oligarcy after four or eight years of her misrule.

Then it will be Jeb's turn.
