In response to your inquiry... that (Peso Note) art was created by ex-freeper PrimeChoice, one of FR's legends of caustic political satire graphics.

While his web-site, 'Sacred Cow Burgers', is unfortunately down now, and he is no longer posting on FR, the ‘Head Stranger’ over at Strange Cosmos/Strange Politics/etc. still has an archive of sorts, of PrimeChoice’s earlier work, up at: http://www.strangepolitics.com/content/category/100207_1.html
