No appointments are possible for the U.S. House — it’s in the Constitution. Special elections are required, and the Jefferson district is 90 percent Democrat. People there really admire Jefferson as a “poor boy” done well.

I think you are forgetting Article 1 section 2 clause 4 but I was mainly trying to make fun of the governor... sorry about that.
