Yes it does, however since we are a democratic republic and not a democracy, mob doesn't rule and thank God we have a representative government to make choices on our behalf while we pursue individual gain while at the same time promoting our system of government.

Nowhere does the Constitution say anything about an “independent judiciary”. In fact it specifically gives Congress the authority to regulate it’s jurisdiction.
