I say the system isnt working because theres a lot of Americans who say that the government is not enforcing our border. I say the system is broken because there are people coming into America to do work that Americans are not doing, and there are good, decent employers who unknowingly are hiring them, which is against the law.
1. the first part is an odd one, distancing himself from his own decisions to not enforce borders.
2. Though revealing as in "1.", I think he meant to say, "Some say" at first. Some say "broken" means no enforcement. He redefines "broken" to be the fact there is not complete labor mobility across the border, though he still carries a sense of shame, fantasizing that the illegals are only doing the jobs "Americans" won't do.
It's all very odd.
This is like being betrayed by a much loved family member.
Its odd, because every word Bush utters on amnesty is constituent of of a propaganda technique .
