A governor can request money over an above average few days of spring rain/snow melt day flooding..I shake my head when the governor in my blue state declares our state a national emergency..few days without power because the privately owned power company stations(some) have not been updated in years after being sold off to other states piece meal ownership..he declares it an emergency and wants money from the government..or man power as the workers (who won't return) when the power company laid off so many to cut their company costs, tree cutting around lines not tended to..then they have to bring in workers from Canada or other states.

Misuse of comprising data for the chart, at least in my blue state. How much of the data provided is actually a TRUE national emergency? I wonder.
