Unfortunately, if the current amnesty bill gets enacted with the instant temporary and renewable Z visa, local enforcement actions will be blocked. Bush will have succeeded in stopping state and local government actions to deal directly with the illegal alien issue by the Feds declaring all of them legal. All that will be left will be zoning violation and enforcement which is notoriously difficult.

That's correct. And the Shamnesty Bill further mandates that those who are not legal are to be presumed legal (which means that local LEOs are even further barred from questioning their status).

Worse (yes, it can get worse), even if they aren't legal and are brought before an immigration judge, that judge is to offer them the opportunity to become legal, and to offer assistance in doing so (yes, that is actualy in the Shamnesty Bill).

How can any Republican in their right mind support a bill which explicitly eviscerates immigration law from top to bottom?

By the way, let the RINO liars squeal, but this is the dictionary definition of "amnesty", because it abolishes a crime as if it never was a crime, and for a specific class of people.

There is no getting around those two criteria for "amnesty".
