Corzine and Katz have refused to discuss the gifts but contend the relationship posed no conflict, and Corzine's two-person ethics advisory panel recently agreed. What the heck is "Corzine's two-person ethics advisory panel"? Shouldn't he be getting their advice before doing engaging in questionable conduct? Ethical people don't need ethics advisors.

The two person panel was appointed by Corzine. He put a couple of his buds there to rubber stamp anything he wants to do.
"an act of political voyeurism wrapped up in a meaningless lawsuit."
This statement tells me all I need to know. There is something there he is hiding.
