Just like global warming. albore produces, writes, directs and stars in his own home movie about global warming, and that becomes fact. A year later some scientists attend a conference and announce that yes, there is global warming and that it MIGHT be caused by humans. Govt gets into the act and donates billions of dollars to study global warming impacting on the intelligence gathering. Spending all this money to fix a problem that no one knows the real cause, and you know there will be scams and frauds aplenty. Yep, sounds like a bunch of macaroons in charge of the public purse.
