No, there is no evidence the CIA did anything wrong at all, just the word of an enemy of the USA and the 3 guys they represent.
Had something gone wrong, a more apt anaolgy would be like saying the gas station that let you put fuel in your rental vehicle would be responsible.
It is still a service provider being held responsible for the actions of a client or customer. IE, a gun manufacturer being held responsible for the actions of a gun owner, the Ford company being responsible for your drunk driving accident, etc.
