I imagine the White House has photographers on call every working day, as various photo ops occur. Lynne Cheney visited her father with his grandson, and the VP asked that a picture be taken.
I doubt whether Bush had anything to do with it, or that it means anything except that the Cheneys wanted a picture and a photographer was handy.
The photographer is paid by the government and puts his usual heading on it, to identify the photo in the usual manner.

I’m not sure what policy this violate. Adoptive parents are frequently called parents. Its also just a courtesy to the child to not dwell on the lack of marital status or gender of the adoptive parent - its not the child’s fault.
Policy goes to Federal recognition of gay marriage and I think the Bush43 administration has been pretty clear on that.
but I would say something like this...
"I love my new grandchild and am blessed. I also love my daughter too, but I disagree with her decision to have a homosexual relationship and to raise a child in a homosexual relationship."
I have no suggestions on what the Cheneys should do in this situation, but I can tell you what I did.
I have a gay daughter and have been loving and accepting of her and her partner, but not of their lifestyle. We have made clear our opinions, but my wife and I do not make life uncomfortable for them because of our opinions.
When they announced that they were going to try and get pregnant, we sat them down and explained our position. We explained why we believed that children should have a mother and a father and told them that, should they go though with this, we would sue for custody of our grandchild. We assured them that living in the South that we had a better than even chance of winning.
Though they were not happy with our decision, they still visited and were welcomed and we have always been welcomed at their home. They thought of moving elsewhere but didn't like any of the places with more liberal laws. (A lesson in how liberalism ruins a place) It has now been eight years and still no babies.

Fact is, two lesbians are going to raise a child that will have instilled in him that homosexuality is a normal and accepted lifestyle....and on and on and on and on.

So basically this guy had his jollies from about 20 to 31 years old and then suddenly said “Well the fun is over. Time for serious life.” I find that is possible, but then how can he complain about someone who is currently homosexual when that person may find out it is not the life for them at their own time. I bet you a car that the Cheney’s daughter did not have 100 partners in 11 years. I am not trying to condone the Cheney’s daughter just trying to show people that this guy led the life he now hates and expects everyone not to do the same. I know I am not explaining this right, but I wish the guy would bash somebody besides a Republican. I think we get enough of that from our advisaries. This guy is supposedly on our side.

One thought that came to mind is that he has to be outspokenly anti-gay to reassure his wife he will not backslide.

If the parties were switched and Cheney and family were democrats; the picture would not simply be Dick and Lynne with the grandchild.
It would be of the grandparents with Mary AND Heather featured prominently. Oh yes, and the baby, too.

And while having a child raised by lesbians might not be ideal, neither would having a child raised by old grandparents.
Actually we were just 39 at the time. We are 47 now and raising a 3yo granddaughter that has cerebral palsy.
I also have to point out that I think you're misinformed if you think a grandparent can simply go to court win custody of a child because they disagree with the lifestyle of the child's parents(s).
Apparently you don't understand the concept of a bluff. I know how hard it is to get custody of any child no matter how bad the child's circumstance. Two of my 5 children are adopted and even though their parents were abusive neglecting and in prison, it still wasn't easy.
We were bluffing and it worked. We have no regrets for preventing a child from being raised by lesbians even if one of those lesbians is our daughter and even though that child would have been our grandchild.

The term “real” is not used to describe the sperm / egg donor parents any longer. It is “biological” or “birth”, versus “adoptive” or simple “parents”. “Real” is who raised you, who loves you, who sacrificed for you.
I have friends who have “snowflake babies” — children born from a frozen (then thawed) egg/sperm donors, then implanted into my friend. She is the “adoptive” and “birth” parent because she carried the child in her womb, and she and her husband did a legal “embryo adoption” through the courts.
Personally, I don’t at all agree with creating life this way as a believer in Jesus Christ. I don’t judge them for their choice, but I wish they would have quietly and confidentially taken this unconventional route without ever revealing to their children how they were conceived, bought, paid for, and adopted. She’s the birth mom — she (and husband) are “real” parents. It is creating too much identity crisis and confusion for them, IMHO.
I am my four children’s “real” and “adoptive” mother, and they remember well their own “biological” or “birth” parents, as they call them.
well said — there isn’t. Grandparents have legal rights in most states for contact and visitation, but not to jerk a child out from a home that has immoral behavior, unless it shows harm to that child.
