I blame ALL of them. Don't forget, nearly the same Bill was introduced last year. Bush is getting a lot of grief because he is strongly FOR this Bill. Many of us just want our damn border enforced before a monstrosity like the 1986 Bill is signed AGAIN. If the border is not enforced this time BEFORE other legislation is signed, forget about ever having control of our immigration. Congress will be granting amnesty on an annual basis.
