I was thinking myself, that this was intentional. Probably get flamed for it, but sending infected persons is an easier way to spread a bio weapon than other methods of dispersal, especially in a confined long term situation like that.

No flame, but considering the long latency period TB can have, I don't think it could be used as a terror weapon.

But the fact that we let this guy get on a plane and later cross over the border is probably telling the bad guys plenty.
