Here’s the environmental impact. If any of the dumped fuel reaches the ground it would be the same stuff that’s sprayed during mosquito abatement. The only slight remote danger would be the additives enviomentalists have forced them to add to the fuel.

Nothing would ever reach the ground. Jet fuel is highly refined kerosene. It would evaporate long before it got down to ground level.

The rules on fuel dumping ensure that it won’t reach the ground. Above 10,000 feet it all vaporizes long before then.
ATC once turned me back because my intended track was under a fuel dump that took place half an hour earlier.
