Yes, but there are monumental assimilation hurdles to clear for the first renewal. The holder of "the country's first permanent temporary visa" has to register for an English class -- but they don't have to take it. They have to take the US Citizenship test -- but they don't have to pass it.

I’m seriesly thinking of getting a ticket to Mexico and sneaking across- selling my business and liquifiying all assets, applying for as much welfare as I can, and taking back as much of my tax money as possible- then moving to Costa Rica or Panama.
I do have vowel at the end of my last name, I do speak a little Spanish, I could pull it off.

Me: I am a citizen
Immigration: You cant get a Z visa....you are already a citizen.
Me: Yes, but I did grow up in Texas, and I wasnt born in the USA. Says so on my US Passport.
Immigration: Uh, OK, come down to our office
There must be some way I can obtain a coveted Z visa.
Maybe go to my local 7-11 parking lot for a fake SS card, and some ginned-up money transfer receipts from last year, in my “new” Hispanic name? Maybe a phoney matricula consulara dated July 2005?
Thank goodness they’re not asking for Mexican birth certificates or doing any background checks with the Mexcian government. That could be a complication in my plan.
Who knows, it might be useful some day to have a completely new identity as a Mexican Z visa holder. With the exception of voting, I’ll get all the perqs of citizenship and permanent residency without any of the hassles. And only $1,000!

Not quite. The first step is to significantly increase the percentage of workers who pay no taxes and are dependent upon some form of federal handout, and to simultaneously decrease the percentage of actual taxpayers while increasing their tax burden through the Alternative Minimum Tax.
Once the low wage, tax exempt, Z1 visa peasants become eligible for voting - and outnumber the percentage of taxpaying voters - then Rats and RINOs will have carte blanche to rifle the public purse without restraint.
